I think this is 1963-95 from New Order's "Best Of" album. The original 1963 is on some double CD with a completely white cover (Substance maybe?). It's been so long. Really nice song:) This cover is more "poppy" and not as sad as the original one.

I always thought this song was about two former gay lovers who have since moved on, but the one guy was unable to move on even though he got married and served in a war (Korean ?) and now he has come back to murder his former lover, maybe out of frustration because they could not be together. just my interpretation! Regardless it's a good song.

bernard sumner confirmed the suspiscion the song is about jfk.jfk, a catholic, was unable to divorce, but rumour has it he wished to leave his wife for marilyn monroe. in the song, he hires a hitman to kill his existing wife (jackie kennedy), and the lyrics are from her point of view. although sumner exagerates the theme for effect, he also acknowledges "there are too many ways..." to kill - i.e. the murder (which goes wrong when jfk himself is killed) is a metaphor for the whole situation
